1. Overview

Truck wheels are core load-bearing and safety components of commercial vehicles, which are strictly regulated by Brazilian import and automotive safety policies. INMETRO (National Institute of Metrology, Quality and Technology) certification is a mandatory pre-condition for all truck wheels imported into Brazil for commercial sales and official customs clearance. No imported truck wheel products are exempt from this certification requirement. Any shipments without valid, in-date INMETRO certification will face strict official penalties, including customs detention of goods, economic fines, forced return of cargo or even permanent ban on subsequent import declarations of the same products.

2. Core Certification Requirements

Before launching the certification process, importers and manufacturers must first confirm the accurate NCM tariff code of truck wheels, ensuring the product falls within the scope of INMETRO’s mandatory supervision catalogue. All products must fully comply with Brazilian local technical standards, which are formulated based on international ISO automotive safety specifications. The certification test items cover multiple core indicators, including static and dynamic load capacity, high-strength impact resistance, long-term fatigue durability, high-temperature and low-temperature adaptability, as well as raw material composition safety, to ensure the wheels can adapt to complex road and driving conditions in Brazil.

It is clearly stipulated by INMETRO that all testing, factory conformity audits and certificate issuance services must be completed by officially accredited Product Certification Bodies (OCPs) and qualified third-party laboratories. Unofficial institutions’ test reports and certification documents are not recognized by Brazilian customs and market supervision departments. After passing all assessments, finished truck wheels must be permanently and clearly marked with the standard INMETRO compliance logo and relevant certification code on the product surface. Products without standardized marking will be deemed unqualified and cannot be shipped or cleared for entry.

3. Standard Import & Certification Process

Step 1: Document Preparation – Enterprises need to sort out and submit complete qualification and technical documents, including manufacturer production license, enterprise qualification certificates, official product technical drawings, raw material inspection reports, batch production process specifications, product performance self-test reports and previous relevant certification documents, to lay a foundation for subsequent audit and testing.

Step 2: Sample Testing & Audit – Deliver qualified product samples to INMETRO-authorized laboratories for full-standard performance testing. Meanwhile, the certification institution will conduct an on-site factory audit to verify the stability of the production system, quality control process and batch production consistency, eliminating quality differences between sampled products and mass-produced products.

Step 3: Certificate Issuance – After the sample test and factory audit are all qualified, the authorized institution will submit the assessment results to INMETRO for review. Upon official approval, a valid INMETRO product certification certificate will be issued, which is a core credential for subsequent import declaration.

Step 4: Customs Clearance – With the valid INMETRO certificate, commercial invoices, packing lists, bill of lading and other supporting documents, the importer shall complete product registration and import declaration through Brazil’s official SISCOMEX customs system. After duty verification and customs inspection, the goods can be released and enter the Brazilian market for sales.

4. Key Compliance Notes

4.1 INMETRO certification has a fixed validity period. During the valid term, certified enterprises need to accept regular annual surveillance audits and product spot checks. When the certificate expires, enterprises must complete recertification assessment in advance to ensure continuous validity of the qualification and avoid import obstacles.

4.2 Any act of forging, altering or pasting non-standard INMETRO marks is strictly prohibited by Brazilian laws. If the actual product parameters, performance test data are inconsistent with the certification records, the official will directly cancel the certification qualification, blacklist the enterprise, and impose corresponding administrative penalties.

4.3 There is no certification exemption for commercially used truck wheels, whether for bulk batch imports or small-batch trial sales. All products intended for commercial circulation in Brazil must complete full INMETRO certification procedures and meet local safety standards.

4.4 As a professional manufacturer of automotive wheel parts, Dongying Landcrown Autoparts Co.,Ltd has obtained official INMETRO certifications for both truck steel wheels and truck aluminum alloy wheels. The company holds valid and fully compliant qualification credentials, enabling it to achieve independent and stable export qualification for the Brazilian market. Most importantly, Landcrown Autoparts is authorized to provide formal INMETRO certificate licensing services for Brazilian local clients, helping overseas partners quickly complete customs clearance, market filing and commercial sales procedures while effectively shortening the market entry cycle and eliminating certification barriers.

5. Conclusion

INMETRO certification is the indispensable core market access threshold for Chinese truck wheel manufacturers and trading enterprises to expand the Brazilian market. As Brazil has strict supervision on automotive safety parts, non-compliance will not only cause economic losses such as goods detention and return, but also affect the long-term export reputation of enterprises. By fully understanding official standards, standardizing certification processes and strictly implementing product quality control, enterprises can effectively avoid various customs and compliance risks, ensure stable and smooth product exports, and lay a solid foundation for long-term stable development in the Brazilian commercial vehicle parts market.
